Kharkov
is definitely the best city in Ukraine for establishing
a software outsourcing center. If you take Ukraine,
there are two main outsourcing centers –
Kharkov and Kiev. Kiev has lots of major companies
and a wide range of representatives which create
a great IT environment but quickly raise the
general requirements (f.e. corporate culture,
employee care and most important the salaries)
to international corporative standards. Also
as a capital Kiev is growing to be a European
city and this means higher prices and more expensive
living conditions. At this moment it still makes
sense to establish a software development center
in Kiev, but in few years it will become ineffective.
If
we take Kharkov the situation is completely
different. Kharkov is the IT Mecca of Ukraine.
The city has three major technical universities
the Kharkiv National University, the National
Technical University "Kharkiv Polytechnical
Institute" and Kharkiv National University
of Radio-Electronics and a large number of small
private schools and academies focused on technical
education and math. These universities constantly
provide the labour market with fresh programmers
and engineers. The living conditions in the
city are more suitable than in Kiev. Due to
this factor establishing and managing a software
development center in Kharkov is way easier
and effective than in Kiev. The third advantage
is the great scientific past of Kharkov. The
city was one of the main scientific centers
of the Soviet Union developing and made huge
contribution to the Soviet Space Program, Aviation,
Energy and Warfare. It is much easier to solve
some serious issue involving science and math
in the city where the software for famous Sputniks
was originally coded. So today there is nothing
unusual about the fact that the city of great
scientists has brought up a new generation of
great IT specialists.
